General Information and Conditions
I. Benefits under Council Service:
a. These posts carry usual allowances i.e. Dearness Allowance (DA), House Rent Allowance (HRA), Transport Allowance (T.A) etc. as admissible to the central government employees and as made applicable to CSIR. Council employees are also eligible for accommodation of their entitled type as per CSIR allotment rules depending on availability in which case HRA
will not be admissible.
b. In addition to the emoluments indicated against each category of posts, benefits such as applicability of New Pension Scheme 2004, reimbursements of Medical Expenses, Leave Travel Concession, Conveyance advance and House Building Advance are available as per
CSIR rules.
c. CSIR provides excellent opportunities to deserving candidates for career advancement under Assessment Promotion scheme for Technical.
d. The appointees are liable to be posted in any of the Laboratories/ Institutes of CSIR situated in other parts of India as and when need arises.

AGE LIMIT & RELAXATION
a. The upper age limit is relaxable upto 05 years for SC/ST and 03 years for OBC as per Government of India orders in force only in those cases where the post are reserved for respective categories, on production of self-attested copy of relevant certificate in the prescribed format signed by the specified authority which needs to be produced in original
b. Upper age limit is also relaxable upto 5(five years) for the regular employees working in CSIR laboratories/ Institutes, Government Departments, autonomous bodies and public sector undertakings.
c. As per GOI provisions, age relaxation for Widows, Divorced Women and Women Judicially separated from Husbands, the upper age limit is relaxable up to the age of 35 years (upto 40years for members of Scheduled Castes/Scheduled Tribes and upto 38 years for members belonging to the Other Backward Classes in respect of the posts reserved for them) for
Widows, divorced Women and Women Judicially separated from their Husbands who are not remarried. The persons claiming age relaxation under this sub-para would be required to produce following documentary evidence:
i)In case of Widow, Death Certificate of her husband together with the Affidavit that she has not remarried since.
ii) In case of divorced Women and Women judicially separated from their husbands, a certified copy of the judgment/decree of the appropriate Court to prove the fact of divorce or the judicial separation, as the case may be, with an Affidavit in respect of divorced Women
d. Age relaxation to Persons with Disabilities (PWD) is permissible as per GOI orders issued from time to time. The persons claiming age relaxation under this sub-para would be required to produce a certificate in prescribed proforma in support of their claims clearly indicating that the degree of physical disability is 40% or more. In any case, the appointment of these candidates will be subject to their being found medically fit in accordance with the standards of medical fitness as prescribed by the Government for each individual posts to be filled by Direct
Recruitment by Selection
e. Relaxation in age, over and above the stipulated limit, educational qualification and / or experience may be considered in case of exceptionally meritorious candidates or if sufficient number of candidates possessing the requisite qualification and/or experience are not available to fill up the posts.
f. SC/ST/OBC/PWD Candidates are required to produce original certificate in the prescribed format signed by the specified authority at the time of Trade/Skill Test. The OBC candidate should produce the certificate valid for appointment to post under the Central Government as per latest instructions issued by the DOPT (GOI) .

III. Application Fee:

a. Candidates are required to pay an Application Fee (Non-refundable) of Rs.100/-only
(Rupees One Hundred only). Payment must be made through SBI payment gateway only
available at CIMFR website www.cimfr.nic.in. After making necessary payment, the
candidate must enclose the web generated slip along with the application form.


b. The candidates belonging to SC/ST/PWD/Women/CSIR Permanent
Employees/Abroad Candidates category are exempted from submission of application
fee.

c. No other mode of payment will be accepted.


IV. Mode of Selection:

Mere fulfilment of educational qualifications and experience does not entitle a candidate to be
called for Trade/Skill Test. The duly constituted Screening Committee will adopt its own criteria
for short-listing the candidates. The candidate should therefore, mention in the application all the
qualifications and experiences in the relevant area over and above the minimum prescribed
qualification supported with documents. Recruitment process will be completed as per the updates
Rules of Council (CSIR O.M. No. 5-1(315)-PD dated 08/04/2016 & 09/04/2018). Any change
will be informed by Web Notice only.
V. Other conditions/information:

a. The applicant must be a citizen of India.

b. All applicants must fulfil the essential requirements of the post and other conditions
stipulated in the advertisement as on the last date of receipt of the applications i.e.
25/07/2020. They are advised to satisfy themselves before applying that they possess at
least the essential qualifications laid down for various posts as on the last date of receipt of
the applications. No enquiry asking for advice as to eligibility will be entertained. The
prescribed mandatory qualification is the minimum qualification and the candidates are not
eligible to be called for Trade/Skill Test only if they have the required qualification
prescribed. A duly constituted screening committee will adopt its own criteria for screening
of candidates. Therefore, the candidate should mention all his qualifications above the
minimum prescribed qualification and experience in relevant field, backed by documents,
in the application.

c. The application should be accompanied by self-attested copies of the relevant educational
qualification, experience. The prescribed qualifications should have been obtained through
recognized Universities / Institutions etc. Incomplete applications/applications received or
not accompanied with the required certificates / documents are liable to be rejected.

d. In respect of equivalent clause in Essential Qualifications, if a candidate is claiming a
particular qualification as equivalent qualification as per the requirement of advertisement,
then the candidate is required to produce order/letter in this regard, indicating the Authority
(with number and date) under which it has been so treated otherwise the Application is
liable to be rejected.

e. The period of experience rendered by a candidate on part time basis, daily wages, visiting/guest faculty will not be counted while calculating the valid experience for short listing the
candidates for Trade/Skill Test.


f. If any document/ certificate furnished is in a language other than Hindi or English, a transcript of the same duly attested by a Gazetted officer or notary is to be submitted.

g. The date for determining the upper age limit, qualifications and /or experience shall be the closing date prescribed for receipt of applications i.e. 25/07/2020.

h. The period of experience in a discipline / area of work, wherever prescribed, shall be counted after the date of acquiring the minimum prescribed educational qualifications prescribed for that Grade.

i. Persons with disabilities (PWD) fulfilling the eligibility conditions prescribed under GOI instructions are encouraged to apply.

j. No TA will be reimbursed for Trade/ Skill/Written Test.

k. Any discrepancy found between the information given in application and as evident in original documents will make the candidate ineligible for appearing in Trade/Skill Test.

l. The decision of the CSIR-CIMFR, Dhanbad in all matters relating to eligibility, acceptance or rejection of applications, mode of selection and conduct of Trade/Skill Test will be final and binding on the candidates. Institute reserves the right not to fill up any of vacancies/post(s) advertised, if the circumstances so warrant.

m. Canvassing in any form and/or bringing any influence political or otherwise will be treated as a disqualification for the post.

n. Certificates/documents in support of experience must specify duration of experience in terms of date/month/year.

o. The number of vacancies indicated against each category/post is provisional and may vary at the time of selection.

p. NO INTERIM ENQUIRY OR CORRESPONDANCE WILL BE ENTERTAINED.

q. Any addendum/Modification/corrigendum/Information shall be posted on our website
only.

NOTE:-

  1. / SC/ST/OBC/PWD/EWS (Economically
    Weaker Sections) candidates are required to produce a copy of the relevant certificate in the
    prescribed format signed by the specified authority along with their hard copy of application form.
    The OBC candidate should produce the certificate valid for appointment of posts under the Central
    Government.

  3. download the Application Form. Application in the prescribed format may be submitted on A4
  4. size thick/Xerox paper.
  5. CGPA/SGPA/OGPA grades etc. candidates are requested to convert the same into percentage
  6. based on the formula as per guidelines of the University/Institute. Candidates are required to
  7. give the conversion formula, as per their university/institute guidelines.
  8. The candidates must produce his/her ORIGINAL mark sheet and
  9. Provisional pass certificate, age and/or experience and caste/community certificate etc. at the
  10. time of Examination for verification. The candidates are requested to ensure while filling up the
  11. Application Form that any discrepancy found between the information given in the Application
  12. and as evident in original documents will make the candidate ineligible for appearing in
  13. examination and subsequent appointment.
  14. The Candidate
  15. after filling the Application Form must sign the same and send it along with the web generated

  20. Institute of Mining & Fuel Research, Barwa Road, Dhanbad – 826001 (JHARKHAND)”
  21. so as to reach this office on or before 25/07/2020 by 5.30 PM
  22. Application once made will not be allowed to be withdrawn and fees once paid will not be refunded on any count nor can it be held in reserve for any other recruitment or selection process.
  23. Candidates should specifically note that the Applications received after the closing
  24. date for any reason whatsoever (such as envelopes wrongly addressed, delivered elsewhere,
  25. postal delay, etc.) shall not be entertained.
  26. Incomplete Applications in any respect (i.e. without photograph, unsigned and
  27. Application received without fee & enclosures if applicable etc.) will not be entertained and will
  28. be summarily rejected.
  29. Applications from candidate
  30. working in Government Departments, Autonomous bodies, Public Sector Undertakings and
  31. Government Funded Research Agencies will be considered only if forwarded through proper
  32. channel, certified by the employer that the applicant will be relieved within one month of the
  33. receipt of the appointment orders, if selected. Vigilance clearance should also be recorded in
  34. such cases. However, advance copy of the application may be submitted on or before the
  35. closing date. Applications routed through proper channel duly completed in all respect,
  36. should reach CSIR-CIMFR, Dhanbad within 15 days after the last date of receipt of
  37. application.
  38. i. The Candidate must enclose two self-addressed Envelope with Rs.22/-(Rupees
  39. Twenty Two only) postal stamp on each of them along with the application form, otherwise the
  40. application will be treated as incomplete and rejected.
  41. VII. CHECKLIST:-

  43. signed Application, in absence of which the application will be rejected:

  52. across in full.
  53. d.Duly filled Annexure I & II
  54. e. Two
  55. self addressed envelope affixing therewith postal stamp of Rs. 22/-.
  56. NOTE:
  57. i. In absence of any of the above
  58. enclosures/information application will be summarily rejected without
  59. assigning reasons.
  60. In case of
  61. discrepancy found between English edition of this advertisement and its Hindi
  62. Translation, the English edition of this Advertisement will be valid.
